From 2018 to 2019, HMRC moved to a new, simplified sustainable PSA process. The new procedure replaces the previous procedure, where employers had to apply for PPE every year and ensure that signed agreements were in force by a certain date. Under the new process, once an employer has signed a permanent PPE agreement, they have nothing else to do unless the PPE agreement needs to be amended or HMRC or the client decides that PPE is no longer needed. Pay Settlement Agreements (SAAs) are often used by employers to maintain compliance with personnel costs and performance processes. By entering into this formal agreement, an employer can pay all taxes due on expenses and benefits provided to employees through an annual return and payment to HMRC.
